Anyone wishing to obtain a driver's license in Uganda must present themselves to the Uganda Revenue Authority (URA), as well as to "Face Technologies", which is a South African company under contract to the Ministry of Public Works and Transport. Its mandate is to design, print and provide computerized driver's licenses.

Conditions for the applicant

According to a brochure from the URA, which sets out the procedure for obtaining a driving license, the applicant must:

  • Be at least 18 years of age
  • Obtain an apprenticeship permit valid three months
  • Register in a Driving course

 

The applicant must also pass an examination at the police car inspection office. Passing the driving test leads to a regular driver's license, valid for one year or three years, depending on the fees paid. It may also be renewed for one or three years once it has expired.

 

Licensing classes in Uganda

According to the brochure, there are 12 different classes of driving licenses, some of which are for commercial purposes. Class A is used for motorcycles and class B for passenger vehicles with up to 7 passengers and commercial vehicles with a maximum weight of 3.5 tons. In addition to multi-purpose vehicles, Class B is for beginners, whereas previously Classes E and CM were reserved for them (March 29, 2010).

When a person passes the driving test, a certificate of competency is sent to the appropriate URA licensing office. To obtain a new regular driver's license, the applicant must go to the URA's licensing office and complete an application and a medical form. Among the sources consulted, the Research Directorate did not find any information on the information requested on the forms.

 

Medical exams and fees

The applicant does not have to undergo a medical examination if he has had one during his apprenticeship period. Fees must be disbursed in a designated bank and proof of payment, completed forms and apprenticeship license must be delivered to a taxpayer service counter at an URA licensing office. The applicant then goes to Face Technologies to obtain his computerized license after paying the required fees.

The applicant must present himself in person to have his photo, signature and fingerprints taken. Upon issuance of the first license, the holder must pick it up in person and sign the required documents. Delivery shall be made within three weeks of the collection of the necessary data concerning the applicant.
